Nepal’s Second Nationally Determined Contribution (NDC) was enhanced under the Paris Agreement for the period 2021-2030, following Articles 4.2 and 4.11 of the Paris Agreement, Decision 1/CP.21 paragraphs 23 and 24, and other relevant provisions of the Paris Agreement.

The enhanced Nepal Second NDC takes into account the principle of common but differentiated responsibilities and respective capabilities in light of national circumstances.

It outlines Nepal’s Long-Term Greenhouse Gas Development Strategy, mitigation component, adaptation component, and means of implementation.

The Government of Nepal approved the Second NDC on 8 December 2020, and it was submitted to the United Nations Framework Convention on Climate Change (UNFCCC) NDC Registry.

Recent Updates:

The cost of implementing Nepal’s Second NDC is estimated to be US $78.4 billion, nearly double the country’s GDP, as reported on 21 September 2023.

Nepal’s Ministry of Forest and Environment (MoFE) published an NDC Implementation Plan on 13 August 2023.

United Nations Development Programme (UNDP) reported that Nepal is pursuing a locally-led approach to implement its climate action plans on 24 April 2023.

Nepal’s Ministry of Population and Environment (MoPE) submitted the country’s First NDC in October 2016.
